Anyone can nominate a volunteer group. To see if a volunteer group in your area is applicable, you can read the guidance notes here.

The Queen’s Award is the highest achievement in the Scouting and Guiding network and comprises of a variety of activities to complete.
It is worth noting the Queen’s Award is linked closely to the Duke of Edinburgh’s Gold Award and it would be worthwhile working on the two awards together.
